Cant Make calls

anyone experiencing this? I have to try at least 6 times to make a call . I have a nokia and it says "call not allowed" im on prepaid.

Lunch time tried to call my friend (both MTN contract), twice and never got through to him, tried his VC number and worked. Tried the 258 number around same time also not working but worked later in the afternoon.
