Can't phone cell number *stalker*

My fiancé has had a stalker for a couple of years who phones every now and again from an "Unknown Number" and either breathes heavily or makes rude propositions. Anyway, the call came last night at 10pm, but from a cell number. I have tried to phone it back but got the response: "Your account is restricted, you are not allowed to call this number". I've never heard that before, what does it mean? I have tried calling the (MTN) number from 8ta, CellC and Telkom and either get that response, engaged (Telkom) or a not available message.

Can anyone shed any light on this or help?

No idea about the weird message, but how about posting the number?

Maybe one of the MyBB users will recognise it, or one of the Mobile Reps will be kind enough to check their RICA records for you? :)

i dialed it but it says 'currently unavailable' (used FNB connect to dial it)
 
All you can do is complain to the SAPS. When you have done that, you can find out which operator manages this number and report it. I had something similar years ago but with a Telkom number. The SAPS issued a case number and I eventually (after weeks of nagging) got someone in Telkom to divulge the address. The SAPS went around and arrested this person who was some nutter in a flat in Brooklyn. He had chosen the number at random. I believe he got sent to Valkenberg asylum
 
It's more annoying that anything else, especially when the phone rings in the middle of the night. Going the SAPS route is a huge mission from what I hear, not to mention that even with the case number the SP's give you a run around too as they don't like to give out the information. I was hoping that with a number in hand that I could find the guy. I'm sure he'd get the fright of his life and stop.

PS. We also suspect that it's someone who knows her.

Just block it on your phone. Or tell your fiancé to do it on his. Problem solved.

It comes up as "Unknown Number", but if she doesn't answer the call then Voicemail Lite sends an SMS saying "You have a missed call from .........". So blocking the number doesn't help.
