I have question regarding the way calculations were done to determine usage of water per person in Cape Town.

The city states water must be limited to 87l per person per day. The same level 5 restrictions also states that there is a limit of 20kl per standalone household.

so my question is, what qualifies as standalone household. I am trying to reconcile 87l/day to 20kl/month. they seem not to add up.

87kl translates to about 10.5kl/month. if that is correct what is standalone household.

My understanding is that everyone needs to use upto 87l a day regardless of if it is a standalone household. (You cannot use water for outside purposes so having a standalone house should not require more water)

The 10.5kl/month you mentioned would only be if there are 4 people in the household.

When we switched to level 5 restriction my understanding was that they were going to start targeting the highest abusers first by installing water management devices and fineing people who are using over 20kl/month. i.e they were not changing the limits for domestic use but increasing the punishments.

So since the two statements exists on the same level 5 restriction above, I guess, 87l per person per day, household limited to 20Kl regardless of number of people. Meaning the city will only allow to up 20kl max where there is more than 4people.
