Capewifi.co.za "Cape Wireless Services"

So my wife came across this on facebook. http://capewifi.co.za

The idea is sound but are these guys for real? anyone else come across this "service"? They are marketing a Point-to-Point WAN Wireless connection via highsights. Just like what the Cape Town Wireless User Group has but as a ISP.

Alarm bells go off in my head when I first heard about this. How is this legal?
 
Well it is legal if they are licensed.

The main issue is:
Their domain name was only registered in Feb this year.
No idea where they source their bandwidth from. Cannot find any mention on them in peeringdb or HE. So probably reselling some service.
Their product descriptions are off, 10Mbps is fine for 8-10 Netflix, Facebook etc streams???
