They can't fix it since they do not know how, all they can do is try to monitor the "abusers" and throttle them.

Indeed, their chances of fixing it are low though I still would prefer to keep them as low as possible. There are certain periods where this 'accident' is much more likely but anyone keeping track of it can figure that out me thinks.
