Capped versus uncapped ADSL

I need some information regarding Capped versus uncaped ADSL as i am not very thechnical mided and need some assistance.
I have had a 4meg uncapped ADSL with Axxess since 2011 and have never experienced any problems before but since Thursday 13th all of a sudden my linespeed was halved and i was srugeling to view small vidio clips on Facebook.
I contacted the ISP and was tolld my account was being managed and although the limit on the uncapped account was 80 gig and i have only used 32 gig this moth and 63 gig the previous month.They said it was due to network congestion but if i changed to the premium uncapped account this would not happen and this is what i do not understand do different accounts use different networks?
They also said that if i switch to a capped account this would not occur so what is the difference between capped and uncapped ADSL and will it be advisable for me to choose the capped option.
Layman's terms please.

That's the problem right there bud. User to modem ration sux, go capped.
My 10mbps line with 200gig of data costs me R545.00 / month

If you opt for 4mbps line with 120gig, that equates to R369.00 per month
