What exactly are capplets and what do they do?
Where can the be accessed?

lol are they small applications of some sort?

Configuration applets. E.g. screensaver properties capplet. And yes, in a way, they are small applications.

An applet is a software component that runs in the context of another program, for example a web browser. An applet usually performs a very narrow function that has no independent use. Hence, it is an application -let.
