These are readily available, including from HiFi Corp, Zakspeed and any number of other outlets including Communica.
I'm a little surprised at the output amperage you mention though, which seems very high for a laptop. A typical standard unit marketed in South Africa is called a Vanson, and it will stabilise an input voltage from 11 volts right through to 14, with the output being switchable and pretty reliable (I've been using them at home with solar-power systems 24/7 for years without problems) to 15, 16, 18 volts etc. and upwards. Therefore not usable, for example, with netbooks such as the Eee PC which, last time I looked, ran on a far lower voltage than their minimum.
They are MUCH more efficient than using an inverter, which can flatten a car battery in a couple of hours. But you must ensure that you pick the right plug from the selection these units include, not only for the right size but also to check polarity. Get it wrong and your laptop is history -- I have seen it happen.....
Cost? I bought mine for around R300, but they are probably more than that now.
