Car licence and registration

I bought a car but it's not in my name yet. The license has expired in Oct. 2017. I can't get hold of the previous owner. I desperately wants to get the car's papers in order. Any advice please.

Go to a traffic cop and ask him for a fee to give you the owner's details. He will need pic of license disks.

OP appears to know who the owners is, just failed to do the paperwork properly at the time of purchase.
