If a car is registered in your name and someone has the registration papers what can they do with them?
 
I would hope nothing without the owner's id
 
Well they would need the car for one...otherwise you just have papers.

But they need the registration papers and your ID as well as an "invoice" of sorts to prove that they purchased it from you, but anyone can make an invoice.

She moved and didn't seem to take the papers with her. There's talk of selling the car to pay for a debt she can't currently pay off and I just don't want her to have any more trouble than what she's had the last few years. I know there would be a strong case of fraud but it would be a hassle which could just push her over the edge and knowing her she would be too good to open a case in the first place. So I just want to know what the likelihood of this would be or if I should advise her to report this.

What would happen if she got new papers? Would it then in any way still be possible to change ownership with the old papers and what would happen if someone tried?

Print new papers, claim the old ones got lost. Should be good after that. Once the new owner registers it the guy who has your old papers would need the new owners ID name,etc to do anythimg plus all on all when a car is reregistered the new owners details are linked to the car, the old papers would still have your details on.so I think you'll be alright

Print new ones? Surely you mean request new ones? Did you read it properly. There isn't going to be a transfer to a new owner.

She goes to the licensing dept and requests a reprint of her logbook but she will be committing fraud herself because she'll need to make a sworn affidavit as to why the papers have been lost...

So it appears the lady in question took a loan of sorts, used the car as surety and now is defaulting?

Instead of ducking and diving perhaps she should try find a mature way of resolving the situation, people that offer those kinds of loans don't typically just take a loss lying down, nor are they very pleasant when they come to take what's agreed to be theirs.

There's no affidavit needed. And I know the procedure, the papers don't have to be lost as there are other reasons as well for requesting new ones.

Nothing of the sort. The loan was a verbal agreement of pay back when you can. She's currently not able to pay as she hasn't even completed her first year of study so they can't place her in a job position.

I didn't call for anybody's opinion of her. She's currently the most mature person in this family. Lot's of people already throwing accusations and stuff around and when I finally find out the last bit of what happened there's going to be a big blowup and hell coming from my way.

All I want to know is the legal position of getting new papers. Will a person still be able to use the old ones to commit fraud?
 
What reason will you give for needing a new logbook?

As far as I know the only reason they'll reprint the logbook is if it's lost or damaged and due to the nature of the document you will need to provide an affidavit.
 
So what would the reason be if someone has it and don't want to give it? There are a couple of reasons on the form and you only state that the information you provided is the truth. No affidavit.

Pretty certain a affidavit is required no matter the reason
