No, you'll get a party that cares more about the health and wealth of corporates and business than about the health and wealth of people. Which is what prepayment is all about.
How is prepayment about corporate greed?
the current problem of the municipalities is that they are incurring expenses for services being delivered to their areas (such as Eskom and waterboards etc). People use these services and and the municipalities need to recuperate the expenses that they pay out for these services to the service providers. People are not paying for the services which is leaving the municipality in debt over these costs which is undermining the whole service delivery and the problems that come with it. Prepaying is just a way for the municipalities are getting the money that they require to pay over to the service companies in order to maintain decent service to their residents.
If you want to argue the fact that these services should be free by the government that is a totally different issue but while the municipalities are having to pay for these services then so should the residents.
Post payment favours the consumer - if I don't get the service I requested I can withhold payment until I do or until a court rules that I am wrong. In other words, the rights of the consumer come before the rights of the company and the onus is on the company to ensure they provide the service I'm paying for. If I try to screw the company by not paying then it's the company that has to do the work to ensure they get paid.
Prepayment favours the company - if I don't get the service I already paid for I'm screwed. As an individual the cost and process I need to go through to get my money back or service I requested makes it almost impossible to challenge in court, the company can hide behind their call centre and there is pretty much nothing I can do about it
My understanding that Tshwane already implemented this for the rates&taxes.
I am pretty sure that if I drove over someone and they got back up that I wouldn't hang around to mess with them any further.
