CD Auto Menu Creating Program

I want to make CDs that have a menu that guides the users through the contents on the disk - You know like for MP3 songs click here, Word documents, and then a list of what Documents they can read

I have tried one or two, I can design the interface as web pages if need be - But what I need must be fully legal

Any tips, links.... etc

Why not use HTML? With the right software its pretty flexible.

DragonLogos, think carefully before using anything other than HTML menus. js menus often cannot be indexed, and research has proven that it is also bad for conversions. Rather use an include file for your menu then you modify it at one central place. You can also use CSS very efficiently to make menus look great.
