I just got a new Dell laptop about a week ago.
One annoying thing I have noticed is that something keeps checking my cd drive every few minutes despite it being empty.
I have no clue as to what it could be, as it happens at random intervals.

Any idea how I can figure this one out and stop it from happening?

Could it be malware trying to copy itself to a writable DVD or a AV trying to scan a DVD? I know the laptop is new but maybe you could format it and install a Windows with out all the junkware on it.

I would disable it in device manager if you dont use it often

Malware I doubt. Laptop came preinstalled with McAfee anti-virus, gonna scroll through there and see if I can find any possibly offending settings.
Worst comes to worst, I will just disable it as I pretty much never use the cd drive.
