Cell C international roaming - unconditional divert..... really ?

This is more of a vent than anything, but also to warn others....

My wife has international roaming activated and, before she left on her trip, we did an unconditional divert to my number. So all calls to her come through to my number.

I get it that she would pay for the diverted call from her local bundle (and fully agree with that), but could not get a satisfactory answer from the Cell C website nor Cell C Customer Service as to whether she would pay the two international legs (ala call going to voicemail if not answered whilst travelling). Customer Service is saying that she will pay for the two international legs as she is on the foreign network.
Is this really so ? Even though the unconditional divert was done prior to her leaving ? Would it have been different if it was unconditional divert to voicemail (as MTN suggests their customers do to reduce roaming costs)?​

This is what I sent to Cell C rep as a question.
Calls me back and says that since she is active in the foreign country and even though the call never goes anywhere near the foreign country, she will still be billed for the "international double". This also being so even if it was diverted straight to Voice Mail....
So this brings out a couple of questions...
- Why is this not spelled out on their website - very clearly ?
- How does Cell C get away with this (rep hides behind T&C's) which is also silent on this situation (just like the webiste) ?
- How can MTN do the direct to VoiceMail thing and not charge the customer for the "international double" ? The only operator that even has a page to help consumers reduce their roaming costs (putting the customer first for once)..


Would love forumites to comment, etc ?
