Probably caused by the huge battles in the US, where they've also started branding HSPA+ as 4G (instead of only LTE and WiMax). CellC pretty much picked this up from them, I would think.
 
Though, according to the one board(can't remember the name, but was the same one that stated that only LTE-Advanced would be classified as 4G) HSPA+ is actually 4G, thanks to its use of different antenna standards than normal 4G
