Cellc not working

Have been trying to make a call for the last 5 minutes and nothing is going through. I have tried telkom as well as cellc numbers, but it just cuts off. Strangely other people can call me.
This is not the first time this has happened, but usually it does not last this long.
Anyone else having similar issues??
Really getting tired of these issues and not actually being able to use my phone for making calls

I can receive calls but unable to make calls!!!

My boy also told me he couldnt make calls or get on whatsapp when I crapped him out earlier for not calling me when he was supposed to!- Lucky him

Seems the networks are getting worse, rather than better ... wish we had a decent regulator that will force these guys to prove some sort of QoS
