This is not conclusive, they may be dropping ICMP packets.Packets: Sent = 2, Received = 0, Lost = 2 (100% loss)

What does 'telnet mail.cmobile.co.za 25' tell you?
Still getting connect failed.
To cut down on spam? Why would one not be able to ping or Telnet if you aren't coming from the Cell C network ?
You don't have to use mail.cmobile.co.za, it's there for all those who don't have their own mail servers, or whose mail servers don't accept connections from other networks. Why do you have to use mail.cmobile.co.za to relay email? I can connect to port 25 directly on my email server from Cell C 3G. Port 25 doesn't seem to be blocked for me.
Nope.

ISPs will only accept SMTP connections from IPs that fall inside their client range, otherwise they will be classed as an open relay for spamming. So if you are using Telkom ADSL you need to relay via them. Only if you are connected on CellC can you relay through mail.cmobile.co.za.
Sorry but that is wrong. Ever heard of SMTP AUTH? The difference is with Cell C port 25 is open to anywhere and I don't see a reason from a client to relay though mail.cmobile.co.za unlike iBurst where you are forced to use their relay. The only case you'll want to use mail.cmobile.co.za is if you are having email server connected through Cell C and you don't want your emails to appear as coming from dynamic range.
