I notice that cellphone vendors nowadays don't emphasize the issue of charging the cellphone at least for x amount of hours for the first charge to optimize battery performance. Does this mean that it's not necessary to do it anymore because the battery technology has improved or what? Also, vendors don't give the same advice when buying a laptop, why?

Technically who knows.
Lazy useless incompetent sales/staff... probably.

Battery technology has come a long, long way since the days we had to charge the battery for 6+ hours. Charge the device to full and than remove from charge immediately, otherwise you could actually damage the battery.

When you first get the phone, it'll have charge in the battery... Just use it as normal. Some folk will full discharge the battery and recharge it, but that's up to you the user

And that's exactly what I do, I don't have the patience to wait for a phone to charge for 10 hours while the novelty itch kills me.
