Cement trucks ****ing up roads

This is starting to really get my goat. Quite a few roads in the Randburg area got resurfaced last year, and I'm noticing more and more cement 'splotches' on incline sections, where over-filled cement tipper trucks spilled some cement while going up the hill, or rounding a corner too fast. In places you can find splotches on splotches. How does accountability work in these cases? Do you need to SEE the truck spilling, or can one assume that the construction site around the corner is a nest of likely culprits?

Unless you see it and dashcam it and follow it to see exactly whose truck it is... good luck.

There is some construction going on in near where I stay and they make the roads a dusty and cementy mess.
 
I know what you mean.

Theres quite a nice little "obstacle" on Witkoppen heading south, just as you turn into Main, its basically a flippin inverted pothole
