Certain apps won't work unless...

How about deleting your profile?
Make a backup of files you need (email, etc.), then delete your user, and recreate after making sure the directory for the user under "Document and Settings" are gone.

Actually, even easier would be to create a new user, and test to see if the programs start correctly with that user. If it does, you know your profile is corrupt in some way. If it's the same problem, then reinstall might be a good idea.

Windows is funny sometimes.

I assume the menu didn't appear.
Just had another thought - have you recently installed an external (i.e. not integrated within a browser) popup blocker or other "security" app ?

no. funny thing is, when i logged off and on, those 2 apps worked fine, but when the pc starts up normally, it doesn't and then i have to resort to "Run as". the other thing is, i booted up in safe mode and the apps were working fine. AFAIK it's only 2 apps that's doing this. so i think somewhere, something is corrupted.
