this is a reponse I got from Sentech when they asked me to give them speed test via email. I complained about this cap and the reponse I got:

YeaH! The same goes for me. My downlaod starts off fast at about 27kb/s and lowers all the way down to about 7 - 8kb/s on average. This is so stupid. Sentech better get their act together. But I am hoping Sentech will do something about this, because I don't want to change ISP's.
 
haha, Im using Free Download Manager (http://www.freedownloadmanager.org) and setup the scheduler to start all downloads every 2 minutes and stop them again after every minute. Works damn well but the first 500K takes less than 20sec so there's still around 40sec of waiting at 8K/sec. And then the minute break. Should look for an open source program which we can change to allow the seconds to be used

ic, dont bother with the bug reporting. The current bug list hasnt been sorted out and there are a few old ones there. Better continue looking for something else
 
Not too scientific, but if you sit with getright and every 25 secs pause for 5 secs your speed on a 128 package remains a constant 14kB/sec download, whereas leave it alone and even with multi-threading it remains a constant 6kB/sec.
 
Thanks hArth and JayT. Looked at wget, and all the codes that you need to use it, but cannot seem to find one for the application discussed. Maybe you can tell me what you would suggest that I use.
 
Can anyone confirm that the download behaviour has changed and that when you resume a download it no longer downloads the first 500k at full speed again? I was able to manually keep on stopping and resuming a download to get full speed chunks of 500k, however, that suddenly stopped working a few days ago, and now it only resumes at full speed if you wait quite a long time before resuming.
 
I wait around 4 seconds before starting again. Make sure nothing else is using the bandwidth though, otherwise it restarts at the reduced speed.
