Cheap phone (calls + hotspot)

I'm looking to buy a relatively cheap phone, in the event that our office workers (~5 of them) need to work from home for a few months. Main requirements:
  • voice calls
  • act as wifi hotspot for laptop
  • whatsapp capable
Any recommendations for best solution under R1000?

If you're not set on Android why not get that Vodacom feature phone that has a decent battery for Hotspot. It's either 299 or 399 and forgotten the name but it was reviewed here on myBB. Heads up - it's network locked
 
Xiaomi Redmi Go.
I've got one. Just above R1K.
It has 4G.

Seems there's no stock in South Africa.

Looks good. Seems as if it has Android Go.
Go is quite slow compared to 'proper' Android. Mine has Go as well.
Seems like they are developing it at a crazy pace though. This phone has updated the OS more than any other phone I've had.
The specs of the phone might increase performance though (if it actually is Go).
