I'm looking for a low priced cellphone that can record phone calls? Any suggestions?

Unless you are a party to the conversation. If so then you may record it, even without notifying the other party.

As far as I am aware you can record any conversation that you are party too, but the crux of the matter is what you do with said recording.

If you don't inform the individual you may not use or disclose the contents of it, that would be illegal.

No rooting neccesary. Heavily configurable, setting specific numbers to record etc. plus can be used as a one-button dictaphone.

Not the cheapest, but been using the paid app on my S2 for about a year. Only downside I've noticed is bringing up the calling function on the phone can suffer lag when the archive database gets too large.
 
The laws that govern call recording and the use of the transcripts vary from country to country. For example in Germany it is illegal to record any call - not even if both parties consented to it. In SA as long as one of the parties to the call is aware that it is being recorded, then the transcript of the call can even be presented as evidence in a court. To prove that it has not been tampered with is another issue all together as was evident in the case against Judge Motata.
 
I use Total Recall on A Samsung S2 and on my Note 2.
Best recording program that I have ever used.

The free version doesn't have all the bells and whistles of the paid app.
For about R98 it is definitely worth every cent.
