Cheapest 3G phone as modem.

I need a phone that can be used as a modem but must be at least 3G for voice.
What can you suggest?
 
Nokia 3120 classic, you just need a bluetooth dongle or data cable.

Should cost around R1500 for the phone. E220 data card is now R1599 cash at MTN
