Cheapest (best bang for buck) hosting that supports javascript and postgres?

It's for a school, for various administrative systems, e.g. accounting system, communication (with parents, etc) system,
learner record system, etc. Oh, and, of course, the school's website. (Non of this developed yet)

The school is expected to have between 100 and 200 learners, so it's not going to be a very busy server. Also, there won't be any heavy media, so we could probably get away with relatively little space (<10GB).

Recommendations for hosting providers?
 
Maybe consider AWS free tier, since AWS RDS supports postgresql: https://aws.amazon.com/free/, so decent bang for possibly no buck for the first year.
You did not specify what kind of javascript you want to run, but I am sure AWS will have options for whatever you want.
This is obviously not local, but latencies to eu-west-1 (Ireland) are not so bad.

I will say domains primarily for support since you do not want the schools website to be down that is bad on you and the school.

With that said - OVH is also brilliant price to up-time wise, but you won't get helpful support overseas companies rarely help if it is not 110% an error on their end.
