Cheapest solution to drive a 42" TV?

I need something to drive a 42" TV for a customer..
TV specs:
Res: 1366 x 768 (I think)
Inputs: HDMI and VGA

I am aware that a decent spec PC would be able to run this, but I am looking for the cheapest option available.
If a low spec computer is the best or only option, what would the min spec's required be?

We have already tried using a WYSE terminal (connected to a server on the network), but the frame-rate wasn't smooth enough, and it would timeout and disconnect etc.

Ideally it should be able to manage a frame-rate of 30-60 FPS, so that content on the screen can look smooth.

It should be capable of running Windows 7, playing video, the latest MS power point, and running programs that use relatively low resources.

What would you recommend? All suggestions are appreciated, thanks!

sorry if i'm blind but im missing the problem? any computer/laptop will 'drive' your screen, what do want to show on it that will be '60 fps'? most computers since like 5 years ago at least will do it at that resolution even with the onboard graphics cards.

otherwise if you meant something small, look at www.littlepc.com
 
+1 for the HP MicroServer.

If HDMI is a requirement add a low end GFX card like a HD6450 like PP said.

Aah, did not see he wanted to run such a cruddy OS for something like this. Oh well, then he is limited with his choices. Perhaps someone will get Windows8 ARM running on it soon and then he can use it.

Not sure but I doubt Win8 will run on older ARM chips as used in the raspberrypi. Not even Ubuntu runs on the older chips.
 
Cheapie desktop would do it.
easily get away with a 32bit dual core and 2GB ram
