ciphering not provided by operator

I am regularly getting the following message when making calls from various phones:

ciphering not provided by operator. insecure transmission

Only seems to happen when I am in Cape Town... never seen it when I'm in JHB. Seems to also happen particularly when calls drop.

What does this mean? Should I be concerned?
