Circuit breakers connected in revers

Good day. I'm having my electricity db board rewired by electrician. We are replacing the ACDC crap. The electrician wants to connect the main switch in reverse, see picture below. Is it legal?

If it's a isolator that will work but I still would not do it, it's not safe as the next electrician working on the DB might just switch off the mains and then work on the mains switch and get whacked. The way a circuit breaker is designed to trip, on a short (magnetic) or overload (thermal). If you reverse feed them and a short happens it will eventually break the MCB. On big molded case breakers of you do that and there is a short they explode. There are some that you can reverse feed as they are design for it, think it's ABB and M&G.
