Clarification on "local bandwidth allocation" - Telkom Accounts

Can someone please clarify for me Telkom's local bandwidth policy:

Let's imagine I have a 3 GB Telkom Account...

Telkom has a 'soft-capping' policy, this month, say I did 4 GB on the "blended usage" and then was capped. Now, I'm confused as to which is true:

(a) I have 30 GB of local remaining
(b) I have 27 GB of local remaining (i.e. 30GB - 3GB as per package specifications)
(c) I have 26 GB of local remaining (i.e. 30GB - 4GB as per my blended usage).

I know this might be pedantic, but I want to know exactly where I stand before I am liable to pay for extra local usage.

It states that you have 3gb local after you have reached your cap, not sure if it is actual cap or theoretical cap check the titracker, there it states local bw, i will go according to that
