CMS / Wordpress HTML 5

Like giggity said you can run wordpress on a local PC with the above tool or this one that once installed can run of a flash drive. Possibly the best way to start is to get one of those running, try fiddling with it to get a feel and you can see how easy it is to make it your own. It comes with basic themes and little plugins but you can search for others and download them to see what is available.
 
If you are doing this on your own. Look for a template that suits you. Even if you have to pay a couple of dollars for the template.

Using wordpress for a custom design will give you nightmares and headaches until you eventually give up on your project. You need the developer knowledge and experience to implement a design in to word press. It is not plug and play.

Grabbing a pre made theme is as easy as Download and Install.

Don't worry yourself about HTML5, CSS or Javascript. The theme will take care of that for you. I would suggest doing some wordpress tutorials From setting up to changing layouts. It really easy once you know what you're doing.
 
Do you have any style sheet knowledge? That is something you'll be tweeking when building your site.

Font colors, sizes widths and heights etc.
 
No dont have . The main thing is I want to be able to edit everything myself. I have a template that I found but now the problem is integrating my logo and content.

If you use chrome you can right click anywhere on a web page and click "inspect element".

Now what you want to do (and you can do this for other images on the template too) is right click on the templates logo. Inspect element. You will see the URL used for the image. Browse to that path on your pc (If you are running it locally for now, which you should) and switch out that image with yours (same name convention).

Haven't used wordpress that much so I'm not sure if it actually has functionality where you can switch out a themes logo or not but doing it like above should work.

Inspect Element is a great tool to use if you are learning css and html. You can edit styles on the right and see it change in the browser in real time. These changes are only temporary and will change to the defaults once you have refreshed, but you can see the stylesheet name the class is in (usually global.css I think) and you can go and change it on there physically.
 
As far as content goes, the CMS should take care of it. That is where you will need to check a few tutorials. Its pretty basic and easy once you know how.

Admin mode > Add article > choose categories > submit article. Article will display wherever the parameters tells it to. That is just an example process but should work similarly.

On the wp admin page on the left hand side it will allow you to change a lot of these things for most templates
