CoCT Municipal Statement question

I logged onto the CoCT's site to check what my municipal account balance is. I've always sent my meter reading in, but forgot the last time and on 9 April someone came out to read my meter for the first time ever (transfer happened on 30 November 2018).

Suddenly from an outstanding balance of R1 600 at the end of the last billing period, my balance now shows R0.

On the 9th of April, all the charges have a corresponding "reversed" line as well. Even the Property Rates!

Any of you CT people know anything about this?

The only interaction I've had with the CoCT was a complaint over people tarring the road in front of my house and letting the tar dry on my driveway paving. Told them to go clean it fsck up, before I get home. They did.
 
The meter reader probably saw you in the yard and noticed how horrible you looked so they gave you a break for a month.
 
They have some sort of algorithm have to adjust for the first actual reading after a transfer. When I took transfer of my place, the electricity reading on statement was 5000KWh ahead of what the meter actually said. I thought I was going to get a nice little bonus rebate, but it was reconciled against the previous owner.

You may have been carrying the previous owners unpaid stuff on your statement.
 
Yeah they are just reconciling the old account, they likely transferred some line items from before to his account this giving you a credit.
