Someone went to write a Code 10 learners licence and apparently they were told they will do the Code 8 drivers since Code 10 is getting canned. Apparently there was a research that showed that most accidents involved Code 10 drivers.

What?What they're going to do is not allow Code 10 drivers to drive cars unless they have code 8 as well.

In other words, having Code 10 will entitle you to drive a Code 10 truck, but not a car. You will need to specifically do a Code 8 test to drive a car.
Are you saying that if you already have a Code 10 (suppose you got it 5 years ago), they'll stop you from driving a Code 8 car?
Only new applicants will be required to get both. Afaik old licenses retain their exemption
New Licence details:
A1 = motor bike < 125cc
A = any motor bike
B = Car < 3500kg and trailer < 750kg
C1 = Truck and bus < 16000kg
C = Truck and bus > 16000kg (Old code 10?)
EB = car with carvan
EC1 = Truck with trailer
EC = Interlink or bus with trailer (Old code 14)
So that is basically like having to do a motor-bike test separately too. Driving a car doesn't mean you can drive a bike. Clarkson in the Vietnam special proved that nicely for us.
The advantage of a Code 10 (C1) licence, is that you can tow a trailer heavier than 750kg (incl. caravans, etc), without having to do whatever else extra. That was worth it alone in the 'old days'.
