Don't think the buyer would get charged that, in order to sell you'd need to ensure your municipal bill is fully paid, the deposit side is normally usage over the two months, though looking at the delays in the cut over, it's probably nowadays worked out on the new owners usage.

and what if the seller had their meter removed while not at home for not buying enough electricity and did nothing for 10 years and there are 10 years worth of linefees being added on their system somewhere?

"I have been waiting for more than two years for my prepaid to be installed. After numerous visits, complaints etc to COJ I finally got it installed. Now I have been hit with a bill of more than R5000.00 for the monthly R200.00 that was never used because the prepaid metre was never installed. Now when I load electricity, they automatically take 50%. This cannot be fair. Does anyone know where I can complain or any what this can be sorted out?"

Look on the bright side, the house would be sold already so its a buyer problem not a seller problem so I think OP doesn't have to do anything since the infrastructure has been removed already.

Well, if it can be sold, remember the outstanding bill needs to be settled before it can be handed over.
