It is interesting to read the viewpoints of the large players vs. the smaller would be players regarding the regulation of QOS.
As always the large incumbents seem to be lobbying for a plethora of legislation to regulate QOS in the name of protecting the consumers from the so called 'fly by nights'. The reality of this is that erects barriers to entry thereby destroying any meaningful competition. This then allows the incumbents to dictate pricing and as practice has shown service delivery goes out of the door in order to further inflate profits.
What we need is legislation that lowers the barriers to entry into any market space and consumer protection that equally protects the consumer from playesr of all sizes and does not seem to have been written to protect the interests of big business.

Hear, Hear!! Hoor, Hoor!! (and the other 9 official languages, too...)
