Coloured people in the Western Cape are finding it difficult to be promoted within the correctional services department, it was reported on Thursday.
This was one of the issues which emerged in a Labour Court case on Wednesday, The Star reported
According to the newspaper, several employees took the province's correctional services department to court about its employment equity plan.
They believed they were unfairly discriminated against when applying for jobs.
A deputy regional commissioner Freddie Engelbrecht, 52, reportedly told the court some of his colleagues shortlisted only black candidates when it came to appointing staff.
"Between 6 December, 2011, and 3 February, 2013, 97 percent of appointees in the department were 'ethnic black' people," he was quoted as telling the newspaper.
However, he did not specify whether the figure was national or provincial.
Labour union Solidarity apparently agreed that the department's employment equity policy was unfair and should be declared unlawful.
Solidarity said in a statement that coloured people made up 10 percent of national racial demographics, but 53 percent of the province's demographics.
The union said judgment in the case could change forever the face of affirmative action at the department, and possibly in the entire civil service.
