Me and the wife attend lots of events, dance classes, church and cell meetings and other.

She almost always, start to prepare a few minutes before the time, [she was perhaps,watch tv or play a game on the phone]. We climb in the car and go world rally style and are just on time, but the poor car.

So this year I made a rule, if we are driving late, I am not going.
I want to force her to be ready on time and drive normally and be on time

am I fair
 
Much better way is to just leave whenever she's ready, drive normally and then tell everyone it's her fault why you're late. Peer pressure and embarrassment works better than an ultimatum.

Best way is to change the times of the meetings... if it is to start at 7pm, tell her it starts at 6h30pm. Works for a month or three...

Spot On! After all this is Africa and we go with Africa Time...

If a customer places an order for say 15H00....... I go to the order book and change the time to 14H00, in Africa if they say 3 you say 2....
 
My wife used to have the same problem even before we were married (she got it from her folks). She used to say "I didn't plan to be late" on which I would reply "No, you didn't plan to be on time". After 10 years of marriage she is always on time if we go together, but she is still a bit slack when going somewhere by herself.
To me, being late is one of the worst signs of disrespect towards the other people attending.
 
Does she have her own car? Tell her you will see her there at the venue and then go by yourself.
