Issue is that ports and rail is messed up so much that we will not be able to export stuff.

That, and even if you do want to invest in exploration for new minerals, a mineral rights cadastre doesn't exist (thanks Gwede) and the department has a backlog of thousands of applications (thanks Gwede).
