Complaints about vodacom Fibre issues

Who can one escalate these issues to?
This had got to be the most unreliable service I have beer had.
New residence and I have had more downtime than uptime and it's not even load shedding

Had no choice moved into a place and this is the hand I have been dealt. Most unstable terrible service I have ever had
