The police. They're quite understanding...

Anyway. On a serious note. Depending on is severity, (Illegal, moral, ect), find someone appropriate. Most qualified counselors have the right to keep secrets (murder and such) from the police, unless the court orders them to release the info.
If it's just moral, find someone with a very strong stomach and a tight set of lips.
Anything else is minor. The dog/fish/cat/volley ball can handle it.

What is the role of the barman ?

I thought a bar is the perfect place to have a few drinks,
loosen the tongue and spill the beans.

Choose a bar far from home, a little bit dingy with an older
crowd, around 1 to 2am when things are quieter.
 
Go onto that "Talk to Random Strangers" sit and tell who ever you get on the end of the line.
