Well, they definitely seem to have done *something*. I was doing some international download tests today and looking at the graphs, and instead of the usual 'several seconds of nearly full speed followed by flat 4KB/s', instead it was just continually going up and down through a range of 2 to 8 KB/s. The average throughput was around 6KB/s or so, perhaps a bit less. There didn't seem to be the initial spike/burst either. Web browsing also feels a bit more sluggish than before, possibly reflecting the lack of the initial burst. All things told, I'd guess they've changed things back to how they were before (i.e. when contended, and with a high contention ratio). Does this mean that now instead of "33.6 modem speed all the time except for the first few seconds of a download" we'll have "roughly 56k modem speed, on average, much of the time"? Or will the average be slower still?
Maybe it'll turn out to be a slight improvement overall (e.g. from 'very very slow' to 'very slow'). Considering this thing was advertised to me as 128Kb unlimited, uncapped, it still sucks.
Edit: I stand corrected, have just done some more tests, and now it looks like the hard 4KB/s limit (after several seconds of higher speed) is still there.
