cl7 means it has tighter timings which means lower latency, so it's a little faster. In tests it's usually like 1% faster or something so it's not worth shelling out more for.

The more expensive one may also overclock better.
 
Go with the cheaper memory modules, because you will certainly not notice the difference, unless you're a hardcore overclocker.

I think in this case the cheaper memory modules are actually the faster/better ones for overclocking due to the lower voltage and latencies (except for tRAS: 24 vs 21).

I actually find it quite odd that the tRAS value of those memory modules aren't equal to the sum of the other timing values.
