Confused by Vodacom's data limit

Hi,
When the "End-User and Subscriber Service Charter amendment regulations" came into effect end of February 2019, I was under the impression that data will no longer expire, i.e. the service provider have to allow for data to roll over (see https://www.lawforall.co.za/2019/02/new-mobile-data-regulations-south-africa/ ).

Whenever I add some data to my contract, I have to choose between 1h, until midnight, 7 days, 14 days and 30 days (see screenshot). Surely this is not what Icasa had in mind when they put this regulation in place? All I want is to buy e.g. 5 GB and then buy more when this runs out ... What part am I not understanding correctly?

Well, how long does 5GB usually last you? You can work it out from there.

Yes, I can but I end up with around 1GB left (generally speaking). My question is more conceptually - I thought that limiting the time you can use the data is not legal anymore ...

They are allowed to have expiry dates but rolling over is a must.
 
I still fail to understand how this is legal. If I buy 5GB, then according to ICASA, I should have access to 5GB?
Basically is ICASA is just as useless as every other oversight body in this country. And companies basically do as they please anyway as most consumers do not have the patience or money to really take them on. This is the reality.
 
From my understanding ICASA tried to introduce rules as far as expiry of data is concerned but the cell companies complained and ICASA folded , so now we basically back to where we started before ICASA tried to make data rules .
Basically ICASA are bloody useless .

I'm not a big friend of oversight bodies anyway - now to find a way to give my money to company that doesn't f**k me over ...
