Confusion about Eskom debt amounts

South African lawmakers scrutinizing amounts owed to the country’s debt-stricken power utility are discovering to their frustration that there may be more than one version of the truth.

Charged with getting to the bottom of how much Eskom Holdings SOC Ltd. is actually owed, the Inter-Ministerial Task Team on Municipal Debt to Eskom, claimed in a submission to the Standing Committee on Public Accounts in December that the Department of Public Works and Infrastructure was the biggest debtor, owing 3 billion rand ($203 million) as of June 2019.

Seems Eskom agrees that Eskom accounts was overcharging:
Following verification and engagements with the relevant municipalities, there was a difference of more than R1.7 billion from the R1.97 billion. De Lille said this means that once all the accounts of these municipalities were verified, the actual amount owed was R186 million, as opposed to the initially reported amount of R1.97 billion.
