Congested Exchange??

Good day

I have been experiencing a drop in the "speed" of my connection over the past couple of months. Where when I do a speedtest I get Pings of over a second and dl/ul speeds of 0.02Mbps

When I restart my router the speed miraculously jumps back to where I expect it to be. But very soon afterwards it would drop back to being bad (this is in peek times) this is during the day, At night the problem seems to be less of an issue because scheduled downloads are finished the next day.

I have read the sticky on congested exchanges. And when I do a traceroute I get
1 ms 1ms 1ms 10.0.0.1
* * * timed out
100ms .... mweby stuff

Is this an indication of an exchange, ISP or Router issue?

LOL mweb, need I say more :P, maybe try a different ISP, AFRIHOST, AXXESS, etc
 
you could try and use a different ISP, but first check the line noise/snr on your router, there's been multiple multiple posts about this on here, and here you go posting a "problem" again without the obvious stuff covered.

if you can confirm it's not line noise, and you've tried a different ISP (many free accounts for 1gb out there), and you're still experiencing slow speeds, then it's exchange congestion.... which may be highly unlikely since telkom has been upgrading quite drastically, but then you don't mention where you're located either
