When connecting my S3 to a laptop with the USB cable, I can browse the phone as if it were a removable disk, why can I not do when it's paired via Bluetooth?

Most likely missing the bluetooth "service" that it needs to allow it. If you look at the properties of the connected bluetooth device, there might be a tab that says available services. Might need a 3rd party app on both decices to allow it.
