It is technically impossible for prices to remain high with cheaper wholesale access to international connectivity by the Internet Service Providers. They would love to keep their prices high with a lower inset cost because it would mean an increase in profits but the only thing that could deliver consumers from a situation where service providers gobble up the benefit of cheaper international access would be competition. If there is even the slightest bit of competition in the ISP market pricing cannot but come down for consumers.
There might be a delay based on technical difficulties with regard to access to the networks and perhaps administrative adaptations required for new price cuts, but even that process will be expedited by competition. I don’t think consumers need to be too worried about reports that pricing won’t come down despite new international wholesale connectivity options for service providers.
Service providers would be well advised to bring down pricing for their own sake because I can guarantee them an inquest of some sort if they don’t because then it will become the business of the competition commission or some judicial enquiry if there are (as in the past) some blurred lines of authority when it comes to investigating competition issues in the telecoms market.
Prices will come down either because competition forces it down or because a fear for an inquest forces some relief for consumers in a non competitive market.
