Constant internet hangs - strange problem - HELP !!!

for the last few weeks i have been having an issue with the above.
the following is a constantly recurring message in console:
2016/04/02 8:07:59 AM mDNSResponder[18] mDNSPlatformUpdateProxyList: IPV6_JOIN_GROUP error -1 errno 47 (Address family not supported by protocol family) group FF02:0000:0000:0000:0000:0001:FF2F:3E24 on 6
i will then go to network preferences > diagnostics and ALWAYS find this:

if i continue through the diagnostic prompts, the connection resumes - without touching or changing anything in preferences.

here is the odd bit:
the problem is specifically related to opening web pages.
if there is a video streaming (youtube or live streaming) there is no freeze in the video playback.
now i'm sure people may refer to buffering here, but it has nothing to do with buffering, i may have clicked a live stream and then a youtube video and neither would have had time for buffering and both play fine.
but i'll try open a web page to find nothing happens - i'll look at network diagnostics and it's constantly the same as in the pic above - but while going thru all this, the video will still be playing.

i use safari mainly, but also chrome & firefox - all browsers experience this problem.

what the hell is going on here - and that console message ?
 
I think that error message is related to ipV6 and not your actual problem.
Perhaps your ISP is not great - try another one?
 
he's the odd thing, i may be watching a video, and the video continues playing without a hiccup, but when i try browse or refresh a webpage the connection seems to be hanging. i'll open diagnostics and see the same as per the screenshot in the 1st post, however the video will continue without a problem (eg a live transmission, not a youtube type video that is buffered or already in cache).

i then thought it could be router related, however router logs are fine and other devices (apple tv, smart tv's etc) are not having any issue. i have reset the router to factory setting etc.

now here is the really odd bit, which again makes me think it's router related:
when the connection hangs, i have discovered when activating wifi on any phone, as soon as the phone establishes a connection with the router, the connection suddenly springs to life on the laptop.
this to me would again indicate a router related issue, problem with that theory is that only one device is ever effected - the laptop in question, so that points back to the laptop - but then, why would the laptop connection spring to life as soon as a different device connects to the router - that would indicate a router issue.

i find myself trapped on a merry-go-round trying to figure out where the problem lies - router or laptop
 
Quick way to eliminate the laptop would be to install a fresh version of OS X on a partition on the laptop and see what it does and then delete the partition when you are finished testing.

Another way would be to boot from a Ubuntu USB drive and test the wifi.

hmm - i have 2 bootable external drives with different versions of osx - will give that a try
