Construct a VPN using GPRS

Does anyone know if it is possible to construct a VPN using GPRS?
I seem to remember hearing somewhere that vodacom blocks VPNs on their GPRS network. Not sure though.
I'm not fussy on service providers, either will do.

Use mtnvpn as the APN. Should be fine for VPN sessions. IP allocation is public as opposed to MTN Internal.
mtnvpn is available on both PAYG and post paid
