Constructive critism needed for beginner photographer

Hi

My daughter is really keen on photography and is busy developing a portfolio. She is using an old Panasonic FZ150 and is saving up for a better camera.

At a glance she needs (in my opinion) to try to get more to eye levels of her subjects
 
Good idea - she's got talent but it looks like she's exceeded the capabilities of her current one.
She is saving for an upgrade and I have suggested she set her budget at R10k as a minimum (2nd hand). Eat the elephant slowly.
What do you suggest ( make, model etc). She focuses mainly on portrait photography at the moment.
 
I'm not a photographer at all, but it does seem like she's possibly short?

Some of the portraits feel very cramped, not because of framing but because the subjects seem to be looking down at the camera on most shots. Maybe try taking a few pics from a small step, just to life the gazes a bit.

But again, what do I know... so feel free to ignore me in lieu of better advice from others.
