Yes. Check out the product Virtual Remotes. What makes this product unique is the large databse of remotes hey have. Most of the other products require you to train the device - this is great if you still have a serial port and serial IR device (the USB IR devices are not accurate).

My entire tv experience is delivered to my screen via a pc running XBMC. there is an official XBMC remote for android ( my phone is a htc desire ). The phone will even display incoming calledid on the tv and mute the sound while a conversation is in progress.....

+1, got AllShare (aka DLNA) which works in a similar fashion as well.
